I think its really not make possible to get windows on such cheap rate you are expecting, as people need to pay more then few percent extra for Geneuine Windows then hardwares.

So in this case, Linux would be so cheap try to learn "PHP" that's the best ... I don't know, I found a lot of .net and ASP programmer in Bangladesh but no cool and good PHP progreammer yet

It will be a hard job to manage more cheap windows hosting. I am not sure about the service quality and uptime but maybe resellerclub got some cheap webhosting packge. you can try for that.
